Yes, eventually, OPE may operate worldwide connecting the needs with volunteers and other sources of assistance. For example, needs and volunteers may reach out to S. America, Africa, Asia, and the world. Coordination by OPE may include the Peace Corps, Religious and other Charitable endeavors worldwide. But, it all begins in the local community with people helping people.
